DELEGATE PENNIMAN: It seems to me that more
questions are raised than simply the ones which surround th<'
immediate problem of the veto, because there are provisions
in other Articles which are subject to the same kind of prob-
lems as the ones that Delegate Chabot is now talking about.
For example, in Article 3, Section 12, there is a provision
that the Governor shall have the authority to convene the
legislature in special session. I wonder if I could get the Chairman of the
Committee on the Legislative Branch, if I could ask Delegate
Gallagher aquestion.
Was it the intention of the Legislative Branch
that the Governor should be able to delegate the authority
to call special sessions of the legislature to the
Lieutenant Governor.
