to the Committee memorandum seem to me to create serious
doubts in the record as to how far-reaching the Section 4.0
is.
I am concerned that the discussion indicates
that the legislature under 4.03, as drafted, and even under
the amendment, with the minor exception there noted, would
be able to pass a law delegating all powers of the Governor
to a Lieutenant Governor. The Committee memorandum does not
indicate that this is the intent, but the Committee Chairmai.'s
answers do. Your questions have been directed to delegatior.s
by the Governor, but the section says, "Shall perform such
duties as may be prescribed by law."
I wonder if this is part of your problem, or
i perhaps not related to it.
I DELEGATE SICKLES: Mr. Chairman, I am not sure
that that is part of my problem. I was just concerned that
the second part of that sentence, where it says, "and such

other duties as may be delegated to him by the Governor",
would leave the Governor the unrestricted authority to give,
to delegate any duty, even if the legislature had not already
