It gives me great pleasure to be the first
to speak to Mr. Ritter as Delegate Ritter.
I now request Delegate Ritter to take the
seat formerly occupied by Delegate Webster.
The next item on the calendar is introduction
and first reading of proposals.
I have been asked to call to your attention
the fact that there has been distributed on your desk
this afternoon a memorandum by Delegate Byrnes to
accompany Delegate Proposal Number 58. There has also
been distributed this afternoon a memorandum accompanying
Delegate Proposal No. 223. The memorandum is by Delegate
Storm.
The Clerk will read the Proposal.
MR. QUILLEN: Delegate Proposal No. 228, by
Delegate Finch. "A Proposal that the Constitution pro-
vide for the appointment of a legislative committee whose
sole duty shall be to examine federal encroachments on
States' rights guaranteed by the United States Constitution
