DELEGATE DELLA: That is right.
I am only bringing to his attention and the
Committee's attention that I think for good legislation,
the third position should be named and not leave it in
mid-air.

DELEGATE MORGAN: Mr. Chairman, under the
Committee's Recommendation of the draft of the Executive
Article, there is no official name, except, of course, the
elective Comptroller and the elective Attorney General and
the elective Lieutenant Governor, and we thought the man to
serve on the Board of Public Works with the Governor, apart
from the Comptroller, ought to be at the complete discretion
of the Governor.
One Governor may want the head of one department,
and another Governor may want the head of another department.
Now, Governor Agnew recommended before our
Committee that the head of the Department of Budget and
Procurement be on the Board of Public Works, or the Board of
Review. Another Governor may want the head of the Fiscal
