DELEGATE BOYCE: Section I, Article XII as you
read does it anywhere say there that they must hold that
session in public?
DELEGATE SHERBOW: No. That is wonderful about
it, the fact they keep their minutes and hold them in
public.
DELEGATE BOYCE: There is no one arguing about
keeping minutes, but you are saying put in here they must
hold the'ir sessions public. Delegate Case has said that
that is not necessary. I don't think it is either. Then
you quote from the present article saying it is doing it
now and it isn't saying it in there.
DELEGATE SHERBOW: I have read the Constitutional
provisions so that there will be no misunderstanding about
what is in there. I am saying that if you want' a Board
of Public Works, by whatever name you choose to call it,
that as of this time the public, if you are going to have
the Board, has the right to know. It has the right to
know before. If you don't want to put this in, then I
think you are deciding what you are going to have is a
