with a fairly full explanation on your part, or your vice-
chairman, if he is the person that might be sele.cted to do
so, so that the record of this convention will clearly show
what you intended.
Could not this probably be gotten at in that
way and in doing so, we would have a much neater and

DELEGATE MORGAN: Delegate Case, I will have no
objection to that. I think the record is now clear as to
what we have put forth or reviewed in the Constitution for
and we are not certainly limiting the general assembly
in giving it any additional functions, but it is the inten-
tion or was the intention of the Convention to have the
Board of Review have such functions of the existing Board
of Public Works as the general assembly might prescribe,
and such other functions as the general assembly might
prescribe, and I think that with that explanation of inten-
tention in the record of this convention, I think we can |
