DELEGATE MORGAN: Well, it was thought that it
would be desirable, at least to set out the existing
functions of the Board of Public Works, to indicate the kinds
of duties which the Committee and the Convention had in
mind. Now, certainly the legislature isn't limited to do
those functions and duties, but it was the intention of
the Committee to treat this as the existing Public Works
and, of course, the legislature can give added power to
the Board of Public Works if it wants to.
THE CHAIRMAN: Delegate Marion.
DELEGATE MARION: Is it not true that most if not
all of these powers today are statutory powers?
