in Washington or it might have requird him to go to the
Virgin Islands or someplace else, and then he returned
after fulfilling his duties and if he kept his name on
the books and had voted frequently enough to remain a
qualified voter, he could still remain a registered
voter?

Whole why this word "occupational" was inserted there?
