DELEGATE CLARK: Delegate Morgan.
DELEGATE MORGAN; I think as to the question
that was asked, I think Delegate Marion asked the question
if a governor moved out of the state, and I interpreted
that to mean changed his domicile to some other state,
and in my mind, my view was in that case he wouldn't
be a qualified voter simply by reason of having his name
on the registration books.
DELEGATE CLARK; Delegate Marion.
DELEGATE MARION: Suppose in that situation a
person moved away for a two-year period of time in the
middle of the five years preceding his election, but his
name remained on the books and once he was back again
in the state of Maryland duly exercised his franchise.
Would he be qualified then or eligible to vote
under the language of this section?
