gible such a person?
DELEGATE CLARK: Delegate Morgan.
DELEGATE MORGAN: I believe it is. He must have
been a qualified voter or a resident voter for five
years immediately preceding an election.
DELEGATE CLARK: Delegate Marion.
DELEGATE MARION: I think secondly of this situa-
tion. It is possible for a person to have left the
state or have removed himself from the state of Maryland,
but that person might be stil a qualified voter of this
state. His name appears on the registration books of the
particular county on which he had resided when he left.
Is it the committee's intention that such a
person who no longer resides in the state might be
eligible for election as governor of the state?
DELEGATE CLARK: Delegate Morgan.
DELEGATE MORGAN: In my opinion. Delegate Marion,
a man who has left the state and whose name appears still
on the registration books is not a qualified voter, because
to be a qualified voter you have got to reside or have your
