THE PRESIDENT: On behalf of the Committee of
the Whole the Chair reports that the Committee of the
Whole has had under consideration Committee Report No. EB- L,
that it has taken no action with respect to the first
recommendation in that report, inasmuch as the recommendation
has by the Convention been made a special order of business;
that it has failed by an evenly divided vote to take any
action whatsoever with respect to Recommendation No. 2;
that it was approved Recommendation No. 3; that it has
approved Recommendation No. 4, as amended; and that it has
approved Recommendation No. 5.
