Section 4.16, Presentation of Bills to Governor
This section assures that a governor will have
to take affirmative action if he wishes to veto a bill;
if he does not act within the stated time period, a bill
will take effect as law without his signature.
The time periods established in this section on.y
begin to run when a bill is presented to the governor.
The term "presentation" is found in the veto section of th<:
present Constitution. The Committee makes no change in
what under existing practice is treated as the time of
"presentation."
After consultation with the Legislative Liaison
Committee, the committee concluded that the existing prac-
tice is a reasonable one.
Following the presentation of a bill, this sec-
tion gives the governor 20 days to consider it if the Geneial
Assembly is still in session at the end of those 20 days.
If the General Assembly adjourns during those 2C
days, or if a bill is presented to the governor after the
General Assembly has adjourned, the governor has 30 |
