or lieutenant governor without having been elected pursuant:

Governor: -
This section provides for the popular election j

of the governor and lieutenant governor by the qualified '
voters of the State. It combines, in substance. Article ;
; 11, sections 2, 3, and 4 of the present Constitution, but
omits the detailed provisions dealing with the date of
election, qualifications of voters and canvassing of returns'.
One of the changes made by this section is to
: fix the date on which the governor takes office as the first
Wednesday in January (or the first Thursday in January if
: the first Wednesday is New Year's Day). The Committee
arrived at this date by attempting to approximate the
