by voting here by a constitutional majority for thu re-
tention of the office of comptroller, regardless of per-
sonalities, in the Constitution, so that no one will have
the timerity to offer further motions to reconsider.

to urge the Committee of the Whole to vote "No" on this
amendment, the effect of which will be to adopt the
Committee on the Executive Branch's recommendation.
