from Montgomery County, let me say that in this world
today when democracy is disappearing from the face of the
earth, that the greatest bulkwarks of democracy in this
nation are the State constitutions as they now exist, and I
will say further, if he will read the writings of Hamilton
he will find that Hamilton wanted to wipe out the boun-
daries of States, and Jefferson was the champion of their
sovereign rights.
