a plural Executive?
DELEGATE ADKINS: It is my statement to the
extent that the executive power is vested in more than one
elected executive; to that extent we have a plural Execu-
tive. That isn't exactly the way I phrased the term, but
I think that is an accurate statement.
DELEGATE MASON: Isn't it a fact that most
States elect from six to eleven Statewide offices, whereas
Maryland only elects three?
DELEGATE ADKINS: There are only ten States
which elect a Comptroller. I do not have the figures on
the total. I could get them. I don't have them in my
mind. There are only ten States which elect a Comptroller,
which would be comparable to our Comptroller here.
THE CHAIRMAN: Delegate Mason.
I DELEGATE MASON: But there are a considerable
amount of States that elect a fiscal officer by another
name, isn't that true?
DELEGATE ADKINS: Yes. There are other States
that elect a fiscal officer by another or different name.
