academic group, but a group of leaders in the field of
State, local and national government.
We beard such testimony from the -National
Municipal League from independent individuals, such as
James Rennie, former Budget, and for many years the Budget
Director of the State of Maryland.
Without exception, people with independence who
testified before us and who were not involved in the
political climate of Maryland, testified that throughout
the country, the need was for an Executive Department
headed by one or at the most two elected officials.
Had you heard this testimony, I think you, too,
would have concluded that an objective assessment of it
necessarily forced the conclusion that an Executive Depart-
ment headed by more than one man is not in effect an effec-
tive department for the coming years ahead.
I suggest to you that this Convention has
already reached the Rubicon in this field, and has crossed
it. We have elected here over the last weeks to construct
a strong, virile Judicial Department; perhaps the strongest
of any State in the country. We have elected here to
