is in session.
It gives me a great deal of pleasure to recog-
nize the presence in the gallery of Dr. Herbert Longenecker
President of Tulane University and Chairman of the Academic
Advisory Board of the United States Naval Academy. De-
lighted to have him with us. (Applause.)
The Chair recognizes Delegate Powers, Chairman
of the Committee on Calendar and Agenda.
DELEGATE POWERS: Mr. President, I move the
Convention resolve itself into the Committee of the Whole.
Prior to that, however, I would like to move that the first
