DELEGATE JAMES: -- from the standpoint of
those who would like to have a Board of Public Works in
the Constitution and those who are against it. Then we will
be in a position to dispose of it.
THE CHAIRMAN: The Chair will endeavor to explain
the situation as he understands it.
A vote Aye is a vote in favor of reconsidering
the tie vote by which the recommendation -- by which the
motion to approve the recommendation failed, and to recon-
sider the Vote by which the recommendation was amended to
strike the word "not".
If that motion prevails, namely, if a majority
vote in favor of the motion to reconsider, we will be pre-
cisely where we were before any of the votes were taken.
We will then have before us the Committee Recommendation.
The Chair will put to you the question of whether
the committee recommendation shall be made -- I mean the
amendment; I am sorry.
The question then before you would be the
amendment. The Chair will put to you the question of
whether the amendment should be made. |
