My answerto Senator Clark is if they want to
change this every four years, that is what we entrust them
to do; if in their judgment it is the state of things that
it be changed, it should be.
I don't like a legislature to delegate their
power to a body that isnot responsible to the people. I
hope the committee recommendation will be supported.
