Does any delegate desire to speak in favor
of the amendment, that is in opposition to the Committee
Report?

DELEGATE STORM: If I am allowed to speak
at this time, I would like to say a few things.
THE CHAIRMAN: You may proceed.
DELEGATE STORM: Judge Henderson has said that
the powers of the board of Public Works can be bestowed
on the same officials. I believe that if you do not adop'
this amendment that this would be impossible. I also suggest to you that under sections
yet to come before you, the legislature will not be able
to provide for a Board of Public Workswith the functions
as now endowed to them.
Delegate Fornos a few minutes ago said that
he was unsatisfied with the Board of Public Works because
it was a super legislature, changing appropriations --
