we are to have a modern flexible executive. We must
eliminate it and I submit to you all this business
about checks and balances within the departments and
within the branches of the state government goes against
a modern efficient flexible government, and I will submit
to you the interest of a 20th Century Chief executive that
we do eliminate the Board of Public Works as a Constitutitn-
al drag, because that is what it is.

DELEGATE HENDERSON: Mr. Chairman and fellow
delegates, I have very little to add to what Delegate
Gallagher has so eloquently expressed. If you look at
the report of the committee you will see on page two, it
sets out there how the Constitutional functions of the
Board are stated in Article 12 of the present Constitution
and you will see there that they all relate to the manage'
ment of the state's interest in the works of internal |
