Sobeloff became Chief Judge of the Court of Appeals
I believe Mr. Stockbrige became Chairman of the Com-
mission. I believe there were some changes made. As
far as I can see they did not recommend the abolition
of the Board of Public Works.
I call history to bear that until the report
of less than two years ago, there has been no desire, no
need, no recommendation for the abolition of the Board
of Public Works as a Constitutionally created board in
Maryland.
Let me digress at this point from what I
have prepared. I have the utmost respect for Delegate
Henderson, one of my dearest friends and a man whom
I respect tremendously.
The legislature having given this power, can
take it away -- my answer is no, because if the legislature
dared to take this power away, the people of Maryland
would rise up and in a referendum would overwhelmingly
defeat that piece of legislation.
You see, we have had a Board of Public Works
in Baltimore City. It has control of half of a million
