retained as it is now composed, with an elected Comptroller,
and a Treasurer elected' by the General Assembly.
We are perfectly willing that this be amended s)
as to give the governor complete control by including in
the Board of Public Works a budget director appointed
by the Governor, and a Superintendent of Public Works
appointed by the Governor, which would always give the
Governor a majority on the Board. But we feel that for
the protection of the people of Maryland this Board
should be retained in the Constitution. A Board of Public
Works performs many duties. It has always been a check
on the Executive.
There is no good in locking the barn door after
the horse is stolen. What this does is keep an executive
honest, if he is inclined not to be so; and during the 100
years that we have lived under the present Constitution we
have never had any scandal in the Executive Department of
this State. I feel that this is a critical hour in the
history of Maryland. This whole Convention, the leadership
of it, seems to feel that the electorate of Maryland |
