had made a beginning, but as you look at what they
passed as compared to what the Legislative Council
proposed, you can see that there is some need for some
base on which the legislature could feel free to act.

other than what they have already passed on?

DELEGATE KEY: Well, what they passed in the
beginning, and if they themselves have looked further
into the need for other legislation, as we see from the
Legislative Council report on meat inspection laws; the
only problem is, withouta constitutional mandate or the
