much of the reading of the entire report, be dispensed

So ordered. The Ayes have it. The Chair recognizes
Delegate Scanlan, the Chairman of the Committee, for
explanation of the report.
Mr. Scanlan, just a moment, please. The
Chair would like to announce to the Convention at this
time that we are honored to have present with us in the
rear gallery the Honorable Mr. Seyse, member of the
Parliament of Ethiopia, present here today. (Applause.)
THE PRESIDENT: Mr. Seyse has been spending
the day with the Convention. He has met many of you
earlier in your committees, and he would very much
like to meet more of you after the session this
afternoon.
