MR. QUILLEN: Delegate Proposal No. 147, by
Delegate Finch, A proposal that a provision be added to
the Constitution creating law and finance branches of
government, with the heads of said law and finance
branches of government being elected as Attorney General a
Comptroller, respectively, for a period of four years.

Delegate Finch, A proposal that a provision be added to
the Constitution limiting the size of the General Assem-
bly to one senator and two delegates from each legislative
(house) district of the State, with the number of dis-
tricts being limited to fifty.
