DELEGATE H. E. TAYLOR: As I understand it,
if we are here, we get $25 and if we are not here, it
costs us $15. I am just puzzled by the arithmetic.
DELEGATE SCANLAN: If we are here, we get
the $25 we are allowed as expense, per diem expenses.
If we are not here and not excused, we not only don't
get the $25, we are penalized an additional $15, which
is taken from the basic $2,000 salary.
On the other hand, if we are excused, it is
an excused absence, we don't get the $25 expenses, on
the other hand we don't get penalized $15.
