It is our intention by this amendment to
increase the flexibility so that if need should arise
beyond that time that additional judge if additional
judge or judges are needed on the Court of Appeals that
a constitutional amendment will not be necessary; also
under the committee recommendation, the functions and
duties of the Chief Judge of the Court of Appeals will be
such as to curtail severely the time which he will be
allowed to actually participate in the areas of the
Court of Appeals and decision-making process, so that we
essentially have six full time judges on the Court of
Appeals should the committee recommendation be adopted.
It is for this reason, and the flexibility which
it would provide, that the amendment is submitted and here
for your support.
