The amendment is adopted.
I understand that the amendment proposed by
Delegate Singer is now printed and available, but rather
than take that up at the present time, I think we can do
so after the luncheon recess. The Chair recognizes
Delegate Powers.
DELEGATE POWERS: Mr. Chairman, I move the
Committee of the Whole rise and report.
THE CHAIRMAN: Is there a second?
(Whereupon, the motion was seconded.)
THE CHAIRMAN: All in favor, signify by saying
Aye; contrary. No.
The Ayes have it. The motion is carried.
(The mace was replaced by the Sergeant at Arms.
(Whereupon, at 12:29 p.m. the Committee of the
Whole rose, and the Convention reconvened.)
THE PRESIDENT: The Convention will please come
to order.
On behalf of the Committee of the Whole the
Chair reports that the Committee of the Whole had under
