be familiar with the fact that it is in the Constitution

and is being considered. Therefore, the secondary assign-

4

ment is for your consideration. The primary assignment

5

fixes the responsibility.

In connection with this memorandum, let me urge

7

you to use the two-column comparison of the present

8

Constitution and the draft Constitution which is in the

9

Commission's final report. You will find it helpful

10

as a means of getting on one page a precise language of

11

the Constitution that you have. The present Constitution,

12

as you know, is in the left-hand column of that comparison

13

We have now got into a volume of proposals

14

and are approaching the point at which committees may be

15

making reports with respect to various proposals . It is

16

contemplated that it will be more convenient for you to

17

have the proposals in your book in this room; that is,

18

your book which contains all the proposals , have them

19

regrouped, not by number, but by committee, and then

20

within the committee, by number. This will mean that you

21

will have within this book a number of tabs, with the
