Our request is that yu follow this procedure
in deciding a question of the restrictiveness of the
judicial power for the court or for the State of Maryland. I would like vou to consider the model state
constitution of the National Municinal League as an
authority, or at least a guide on the matter of constitu-
tional drafting. This model recommends the section on
judicial power include some flexibility by the statement,
such courts of limited jurisdiction as may be provided
by law.
Now, granted it does state limited jurisdiction,
but it does provide flexibility.
Also, I would like to call attention to the
model article of the American Bar Association, which recom
t
mends a unified court system, but does not use the word
specifically, unified. We of the minority are in favor of
a unified court system, e feel, however, that the use
of the word "exclusively" puts a limit on the flexibility.
