merit system employee may be dismissed if he doesn't carry
out his duties.

just like to clear up one thing that was erroneously said
on the floor about the United States Commissioners.

Delegate Johnson, is it not true that United
States Commissioners are appointed by the judges of the
United States District Court, and serve then in the
administrative office of the United States ISupreme Court,
with a tenure of four years?
DELEGATE JOHNSON: I believe that is so. I was under the impression we were writing a State Consti-
tution.
