DELEGATE HARGROVE: In regard to the Commis-
sioners, do you anticipate there would be Commissioners
in Baltimore City, Montgomery County, Prince Georges
and perhaps Anne Arundel County, which I don't believe in
all their instances they have county magistrates today?
DELEGATE JOIINSON: In our view it would be
clearly up to the legislature. I could ask you what do )ou think would happen
if we left it up to the judiciary. I don't know the
answer. I don't know whether the judges would appoint
commissioners in those areas or whether or not the legis-
lature would. I don't know.

DELEGATE HARGROVE: The reason I am asking
the question. Delegate Johnson, is if you leave it up
to the legislature to create and pretty much determine
commissioners, would it have to be under the pro-
vision of the local governments generally throughout the
State, a public general law, as well as Baltimore City, whe
they might not be needed?
