tetter and Child, A proposal that the Bill of Rights of

the Constitution contain a provision concerning a right

of an individual to elect to demonstrate a belief in the

Supreme Being when he is taking an oath or affirmation

administered by the State that would read as follows.

THE PRESIDENT: Delegate Proposal No. 137 is

referred to the Committee on Personal Rights and Preamble.

Delegates Clark and James, A proposal that the legislative

power of the State shall be vested in the General Assembly
