DELEGATE RYBCZYNSKI: If I may, Chairaan Miidd
you, (m abrnit five or six or seven occasions during
your address used the word "chaotic." You referred to
me —gistrate* Are you suggesting this is a prevalent
situation throughout the State of Maryland, that the word
"chaotic" applies throughout the State?
D6LEGATE MUDD: I adopted the word from witness
before our committee. I have no personal knowledge of tike
situation in Baltinore City. That is one I happened to
in the. paper.
There was testimony before our committee of
justice being adninistcred in the backend of a barbershop
in courts of liftited jurisdiction.
Another witness I believe testified that a
very conpetent judge who was also a carpenter or cabinet
aker, the only thing necessary to transform his shop
