While we approve of a four-tier court sy»tei lor
Maryland, F» do not believe that forever and all time
these will be the only courts needed by the citiicns of
this state. We therefore wish to remove this nonflexible
and final lflftguage and allow future creation of courts
to the lgislative process,
Likewise we see no valid reason for constitu*
tienUly dilfteying the office of Register of Wills. In
»<y localities these individuals perform vital servics
and their elimination will place undue hardship on r»»i-
dents in the areas affected*
U»t*s leave so»e flexibility in the administra*
tion of justice by allowing af least a degree of discre-
tion with the lawmakers of the state.
AS you all know from our printed report,we are
not calling for the general retention of these offices
but we de believe that in those cases where they are neede
we should not have tt) return to either that difficult and
generally <»satisf»ctory method of constitutional amend"
aent or throw the problero in the lap of local governaent.
