Mudd has indicated, endorse many provisions in the
Conaittee Recommendation JB'I, although I understand
some of the members of the majority are still searching
for those areas of agreement. Let us keep constantly
in mind that the Judicial Branch is the most potentially
tyrannical of the three branches of government with re-
spect to individual liberties: first, because its actions
directly and explicitly affect specific individuals;
second, because its officers are most insulated from
popular control', third, because its activities receive
the least public scrutiny.
Let me emphasize that we are in no way criti-
ciling past or present members of the Maryland Bench.
Indeed, when we recall the names of such outstanding jur-
ists as Carroll T. Bond, Bdward-S. Deleplane, Simon E.
Sobeloff, presently a distinguished member of the U. S.
Court of Appeals, F. Niles Park, Frederick Brun and
Hall Hamaond, presently our Chief Judges of the Court
of Appeals. I should say at this point I will not em-
barrass the noted judgees sitting among us by personal
reference, wherein we recall these men, ones I mentioned
