regulate the traffic in Baltimore Harbor from Anne Arundel
County, Baltimore County, and Baltimore City, and have
given it to the Maryland Port Authority. Without this pro-
vision they would not, without something like this --
they may not, I should say, have been able to do this.

DELEGATE BYRNES: One final question: Directing
your attention to 7.01 and thisnew beast called "civil
unit," as I understand it, incorporated municipality is
simply a limited purpose, small local government. As I
understand, civil unit is the same thing.
As I understand 7.08, both of them are
totally, the new municipality and new civil unit are totally
subservient to the county.
My question is the rationale and necessity of
a new type of local government, keeping in mind the fact
there is some reluctance on the part of nmy to add to this
proliferation of small local governments.
DELEGATE MOSER: I think the question you
ask points up something rather important. Your premise is
not correct.
