alternative, and the use of the word "denied" in line 19.
The word "denied" seems to me to be a more stringent word
than as I understand the conmiittee's commentary on this
section would place upon it in your previous answers
referring to the nreemption of a particular field.
Do you think that we are going to be reduced
in dealing with this on a subject by subject situation
in the General Assembly to having the General Assembly
say either that in acting in a particular field it is
preempting the field,or it is thereby denying counties
the power to act in that field, or that it will have to
say on the other hand that it is acting jn this particular
field but the counties nmv continue to enact such further
laws in that area which are not inconsistent with the
action of the public general law of the General Assembly?
