of the taxing power,not a question of a grant to the
authority.
DELEGATE MOSER: I fail to see why you would
impose a referendum on the enactment of a local tax,
if I understand your question correctly, wliereas you
prohibit a referendum in case of a state tax.
Put it more directly. I think what you were
leading toward is a suggestion that nossibly the enable-
ment should be subject to local referendum. Possibly so.
The point of the thing is that if people in a county
want their tax laws to be referred then thev will provide
for that. Strictly a matter it seems to me for them
to take care of in their own charters. I say it seems
to me, it seems to the committee too, which specifically
considered this after a meeting with a subcommittee of
your committee, as you know.
