It is really a sentence, as you point out,
specifying those procedures because the committee as I
recall it, this was an early action of the committee, did
not regard these as absolutely essential.
THE CHAIRMAN: Delegate Moser, did I understand
from your earlier answer you are saying that in addition
to procedures as outlined by Delegate Raley, nrocedures
could include alternate forms of charter?
DELEGATE MOSbR; Well, this was my understand-
ing when I first answered the nuestion. But I think that
what it means, and it is limited really by comnittee
construction, what they did is what the draft nrovidcs,
as Delegate Raley stated.

wondered why you were giving to intergovernmental authori-
ties the powers to collect tiiese service and benefit
charges. I wonder if you give powers to borrow money how
you control this. |
