the capacity of the General Assembly to establish special
purpose authorities?

might not be established if a general purpose unit of
government were capable of performing the function.
DELEGATE MOSER: iVe would hope this is what
the General Assembly would do.
One of the problems I think you have in the
suggestion thatyou made, there were some delegate pro-
posals similar to this that would have restricted the
General Assembly in this regard, the General Assembly
has to be free to exercise its judgment. You are talking
