your response to that question the way the section reads
and pages 16 of your memorandum, lines 8 through 5, which
seems to suggest that this language means the General
Assembly must provide optional forms for adoption by the
counties.
What I am trying to get here is a construction
of this section. Do you mean by that the General Assembly
must provide only one form, or that the General Assembly
may provide options which the counties may opt for?
DELEGATE MOSER: It may be there is confusion
between two sentences. The second sentence of 7.03 re-
quires a choice of procedures. This choice has to be the
same for all counties, but has to be a choice. The next
sentence is intended to mean there would be one instrument
of government, just one, as I answered it before. It says
that.
