Delegates Grant and Gullett, A proposal that the Con-
stitution shall contain a clause on Local Government to
read as follows.
THE PRESIDENT: Delegate Proposal No. 107 is re-
ferred to the Committee on Local Government.
The next item of business is motions and reso-
lutions. Delegate Cardin?
DELEGATE CARDIN: Mr. Chairman, if I may,
Proposal No. 106 was drafted by members of the Suffrage
and Elections Committee. We would prefer that it be re-
ferred to The Preamble and Bill of Rights Committee.
THE PRESIDENT: I think the subject matter of the
proposal is within the province of the Committee on Suf-
frage and Elections, Delegate Cardin. Is there some
particular reason why it is desired to be referred to the
Committee on Personal Rights?
