Delegate Hardwicke, A proposal that the Bill of Rights
shall contain a Bill of Social Rights as a separate
and distinctive statement of the social rights of indi-
viduals.
THE PRESIDENT: Delegate Proposal No. 97 is
referred to the Committee on Personal Rights and The
Preamble.
