DELEGATE WHITE: Mr. President, I move that
we suspend the rule in order that I may speak for two
minutes.
A DELEGATE: Seconded.
THE PRESIDENT: Your motion is that you may
speak for two minutes with respect to your motion to
take off the table. Is there a second?
A DELEGATE: Second.
THE PRESIDENT: Any further discussion?
The question arises on the motion of Delegate White
to suspend the rules so as to permit him to speak for
not more than two minutes in offering his motion to
take off the table a report of the committee with
respect to a possible amendment to Rule 5. Are you
ready for the question? All those in favor, signify
by saying Aye -- I am sorry, Delegate Boyer.
DELEGATE BOYER: Mr. President, I am
wondering as a matter of parliamentary inquiry, not to
interrupt the roll call, but what would be the position
of the committee who may have already elected a vice
