Kent County, with a population of 17,000 to 18,000,
could have one delegate, if the average size of the delegate
district was approximately 27,000?
DELEGATE GILCHRIST: Because 17 or 18 is
two-thirds of 27, and two-thirds of the people in that
House district are very likely to be in Kent County, and
they are going to be the control over the area.
