dent, may I inquire as the Chairman of
the Committee of Style about the meaning
of one of the sentences here?
THE CHAIRMAN: You may.

man, in line 30 it begins "except during the
first four days of a special session."
•Gould you tell me whether this is for any
kind of a special session or is it only if
there are limits on the special session that
we make this particular ruling?
THE CHAIRMAN: Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Chair-
man, I would say that the answer to that
is that it applies to any special session re-
gardless of the purpose for which it was
called or whether or not it presumably had
some limitations upon it.
THE CHAIRMAN: Or regardless by
whom it was called?
DELEGATE GALLAGHER: That is
correct, sir.
THE CHAIRMAN: Delegate Penniman,
do you have any further questions?

respect to section 3.15.

DELEGATE SCANLAN: I have a ques-
tion that I thought was the question that
Delegate Penniman was going to ask.
I think that there is some ambiguity in
lines 30 and 31 of section 3.16. It says "ex-
cept during the first four days of the spe-
cial session, no vote on final passage of the
bill shall be taken until the bill shall be
prepared in the final form," so it is clear
that there is an exception for a final ses-
sion in that case.
The next sentence says "no vote on final
passage of a bill shall be taken until the
fifth calendar day after its introduction in
the house of origin" and if you had a spe-
cial session that lasted less than four days
you could never reach that point.
I thought Delegate Penniman was going
to ask whether that exception modifies
everything down to the rest of section 3.16.
It is a serious question here.
THE CHAIRMAN: Delegate Gallagher,
did you follow the question?
DELEGATE GALLAGHER: I think I
did, Mr. Chairman.
THE CHAIRMAN: I take it from the
comments you made during the presentation
to a somewhat similar question it was in-
tended that the exception in lines 30 and
31 would apply to the second sentence after
the exception even though grammatically it
does not, but I am not clear.
DELEGATE SCANLAN: That was my
question.
THE CHAIRMAN: Delegate Gallagher.
DELEGATE GALLAGHER: May I have
a moment to consider it?
THE CHAIRMAN: Yes, in that connec-
tion will you consider the question that was
asked on presentation in your answer that
the exceptions clause in lines 38 down to
40, you stated, was intended to apply to
both parts of that sentence.
DELEGATE GALLAGHER: That is
correct.
THE CHAIRMAN: Delegate Gallagher.
DELEGATE GALLAGHER: I think,
Mr. Chairman, that it might be helpful to
clarify the intention of the Committee by
inserting on line 34 before the beginning
of the sentence which now reads "no vote
on final passage", by inserting in there
"except during the first four days of a
special session."
