DELEGATE GALLAGHER: That is
correct. That is absolutely correct.

THE CHAIRMAN: Are there any fur-
ther amendments to sections 3.02, 3.03,
3.03a?

Delegate Adkins.

DELEGATE ADKINS: Mr. Chairman,
I have an amendment to 3.02, the prepara-
tion of which was requested approximately
30 minutes ago. It has been agreed to by
the Committee staff, unfortunately is not
yet here. It is a substitute for my Amend-
ment L which I am withdrawing.

THE CHAIRMAN: We will come back
to it.

Are there any amendments to section
3.07?

Delegate Koss.

DELEGATE KOSS: Mr. Chairman, I
had some three hours ago prepared an
amendment which was an additional sec-
tion and it is not necessary to consider it
in reference to any of these here now. We
might come back to it after it is prepared.

THE CHAIRMAN : You say it was pre-
pared three hours ago?

DELEGATE KOSS: That is when I
started the preparation on its way. It
does not seem to be up here yet.

THE CHAIRMAN: Did you give it to
Mr. Benson?

DELEGATE KOSS: Yes.

THE CHAIRMAN: We will come back
to it.

Are there any further amendments to
section 3.07?

(There was no response.)

THE CHAIRMAN: The Chair hears
none.

Section 3.09.
Delegate Penniman.

DELEGATE PENNIMAN: May I ask a
question? I am sorry. I will ask it a little
later.

THE CHAIRMAN: Are there any fur-
ther amendments on section 3.09?

(There was no response.)

THE CHAIRMAN: The Chair hears
none.

Are there any amendments to section
3.10?

(There was no response.)

THE CHAIRMAN: The Chair hears
none.

3.13?

Delegate Gilchrist.

DELEGATE GILCHRIST: Mr. Chair-
man, we have a minority report relating
to section 3.17, which is a housekeeping
matter.

THE CHAIRMAN: We have not gotten
to that yet.

DELEGATE GILCHRIST: It will re-
quire also a minor amendment to section
3.13.

THE CHAIRMAN: Would it be better
to consider it when you get to the minority
report?

DELEGATE GILCHRIST: Yes, sir.

THE CHAIRMAN: We will do it at that
time.

Delegate Grumbacher, do you desire to
offer your amendment B?

DELEGATE GRUMBACHER: Yes, sir.
I would like to offer this little secret amend-
ment.

THE CHAIRMAN: Will the pages please
distribute Amendment B. It will be Amend-
ment No. 7. If you have not yet received
amendment B, please, indicate so the pages
can give you a copy.

The Clerk will read Amendment No. 7.

READING CLERK: Amendment No. 7
to Committee Recommendation LB-2 by
Delegate Grumbacher: On page 3 section
3.13, Organization of General Assembly, in
line 30 after the word "officers" add the
words: "by secret ballot".

THE CHAIRMAN: Amendment No. 7
is offered by Delegate Grumbacher. Is
there a second.

(Whereupon, the motion was duly sec-
onded.)

THE CHAIRMAN: The amendment hav-
ing been seconded the Chair recognizes
Delegate Grumbacher to speak to the
